Due to the resignation of both @Juanbug and @saj, it is proposed that we formally remove them from the treasury council and thus from the multisig signers’ set. The threshold should remain the same; i.e. 5/7 instead of 5/9.
Note that this does not reduce the size of the treasury council itself; this simply leaves two of the nine seats vacant while we look for suitable substitutes.
